The Halifax Resolves Chapter NCSSAR recognized three local first responders at the Roanoke Rapids City Council meeting.  Chapter President Ken Wilson made the presentations.

First to be recognized with an SAR Law Enforcement Commendation Medal was Captain Michael E. Moseley of the Roanoke Rapids Police Department.  Captain Moseley has served the citizens of Roanoke Rapids faithfully for the last 20 years.  Following a tour of duty in the U. S. Army and with the Department of Corrections after his discharge, he was hired by the Roanoke Rapids Police Department in 2002.  His advancement through the ranks in the department is an illustration of his dedication of service to the public.  He was hired as a Police Officer in 2002; promoted to Police Officer II in 2007; achieved Police Master Officer in 2012. In 2019 he was promoted to Police Sergeant. He advanced to Police Administrative Lieutenant in 2021 followed by a promotion to Police Captain in December 2021.  Captain Moseley has selflessly given his time to serve not only our Country, but the citizens of the Roanoke Valley. He strives to teach young officers how to be the best they can be, and to receive as much training as possible. Captain Moseley is compassionate and caring and gives 100% to the job of Police Officer.  He has shown that he has integrity, courage and honor when conducting business with the citizens and these traits carry over in how he conducts himself in his private life.

Two firemen, members of the Roanoke Rapids Fire Department, were recognized with SAR Life Saving Medals. Lt. Joshua B. Sparks and Firefighter James T. Bolton, II were assigned to first responder duty on August 21 when they were dispatched to East Littleton Road at roughly 2100 hours in reference to a female subject not breathing.  Upon their arrival they found the patient unresponsive with no pulse.  Firefighters immediately began to apply life savings measures by applying the AED and administering CPR.  Once EMS arrived and were able to start administering medications by IV, it was found that the patient had regained a pulse.  With the patient regaining a pulse, Fire and EMS personnel placed the patient on the stretcher and transported them to Vidant North Hospital.  The patient, when arriving at Vidant North, still had a pulse and care was transferred to emergency room staff.
